This used to be debated a lot in the 90s with me and my action-movie-going friends. I have to say Van Damme is a more accomplished martial artist and more versatile than Steven Seagal.

JCVD did bloodsport and Streetfighter the Movie. Seagal has never done anything even half as good as those movies.
